Adjust the reward rate for KAR staking and KAR/USDC LP staking

Gate.io is a digital asset exchange platform used by millions of people around the world. They are planning to host a trading competition for KAR in the next few days. Karura Foundation will provide $10k worth of KAR as a reward for activating the trading volume and depth of KAR in Gate. 

There are three activities in the KAR trading campaign. 

Activity 1: Users who make no less than $200 spot trading volume in KAR will share $8,000 GROW portionally.

Activity 2: New users who register during the activity period for a Gate.io account will receive $10 each, first come, first served. New users who have no less than $50 fiat trading volume will have the opportunity to receive an additional $5.

Activity 3: Users who invite friends during the activity period to register for a Gate.io account will receive $5 for each invitee.

The total budget for the campaign will be 77,519 KAR tokens, and the campaign period will be 1 week.

- The aSEED treasury has some tokens and wants to make more money.
- They plan to do this by staking and other ways.
- They want to meet certain goals to make their tokens worth more.
- They suggest staking all KSM via LKSM and staking all KAR.
- They also want to bond some KAR for staking and convert some KSM to LKSM.

Refund KSM for failed XCM transfer

- Acala 2.0 Exodus plan includes aSEED conversion.
- CDP positions on Karura with outstanding debt will be settled at pre-approved prices.
- Collaterals for unpaid debt will become part of aSEED treasury.
- CDP owners have 1 week to repay debts and withdraw collaterals to avoid conversion.
- After conversion, there will be a vote for redemption rules.
