A previous referendum had a bug that caused 1,873,497 KAR to be transferred to the wrong account. After a certain block, four users redeemed aSEED and lost some of their KAR. This new proposal aims to:

1. Stop the incorrect transfer process.
2. Set up the correct transfer process.
3. Give back 1,873,497 KAR to the right account from the Treasury account.
4. Make up for the users' lost KAR.
