Runtime Upgrade - Enable TAI token

Now that $RMRK is registered in Karura's app UI and the chain recognizes it, it is time to bootstrap a pool and get some liquidity going. For this, we propose the following parameters, more or less directly copied from Karura's BNC launch but adapted to both a KSM and a kUSD pool. 

## Proposal 1

* Enable Bootstrap for RMRK/kUSD pool at #1,381,000 (estimated Monday, 24th Jan)
* **48 hours** of bootstrapping period ends at #1,394,000 (estimated Wed, 26th Jan)
* Minimum liquidity target is **10,000 RMRK** OR **250,000 kUSD**
* Minimum contribution requirement is **0.1 RMRK** OR **1 kUSD**

No trading is allowed during Bootstrap, and trading can only be enabled once the following criteria are met:

* Not Before the ending block has passed AND
* Either the pool has **10,000 RMRK** OR **250,000 kUSD** in liquidity
* Both RMRK & kUSD has >0 liquidity

If this referendum passes, and Bootstrap kicks off:

* You can contribute liquidity for RMRK, or kUSD, or RMRK & kUSD at the same time. The actual exchange rate of RMRK/kUSD can only be known once the Bootstrap is completed .
* At the time of your contribution, you are allocated a number of LP tokens, and indicative LP shares of the pool, which are subject to change as more liquidity is added.

This proposal simply submits this remark to the Karura blockchain. However, if passed, this remark will represent the desire of KAR token holders to further decentralize the validator set nominated by the LKSM proxy-controlled staking account on the Kusama network.

### 3. Enable Incentive Programs for new LKSM pools, migrate part of incentives from KSM to LKSM pools
Moving part of the incentives from LKSM to KSM will encourage the migration of liquidity to the new pools.

#### Migrating Incentives from KSM/kUSD pool
+ 40% of KSM/kUSD remaining incentives will migrate to LKSM/kUSD pair, and additional KARs are also allocated, resulting in a total of 125,000 KAR per month for LKSM/kUSD pair
+ reduction won’t impact previously earned rewards
+ release 20% of loyalty bonus now and the remaining 10% will be released at the end of the loyalty program

#### Migrating Incentives from KSM/KAR Pool pool
+ half of the remaining incentive will migrate to LKSM/KAR pool with additional KAR allocation, which results in a 62,500 KAR reward pool per month
+ reduction won’t impact previously earned rewards

# Incentive Program

Bifrost Foundation have allocated 200,000 BNC for an incentive program for the liquidity provider of BNC/kUSD pool with total duration of 3 months. In additional to that, Acala Foundation also allocated 25,000 KAR as additional incentive to BNC/kUSD liquidity providers.

- Total Incentives
  - **200,000 BNC** or 66,666 BNC per month for 3 months
  - **25,000 KAR** or 8333 KAR per month for 3 months
- Duration: from block **#795800** to **#1443800**
- Loyalty Bonus Percentage: **70%**

# Summary

This runtime upgrade fixes XCM compatibility issue with XCM V1 & V2. This will restore the KSM crosschain transfer ability with Kusama and Liquid Staking minting feature.

## Bootstrap Details
* bootstrap **begins ~UTC 7:30 am Sep 28 (Block# 639000)** and lasts 2 hours **ends ~UTC 9:30 am Sep 28 (End block # 639600)**
* minimum liquidity target for **2500 LKSM is** OR minimum liquidity target for **250 KSM**
* each contribution requires a minimum of **0.1 KSM** OR a minimum of **1 LKSM**

No trading is allowed during Bootstrap, and trading can only be enabled once the following criteria are met:

* The `Not Before` block # 639600 has passed AND
* Either **the pool has 250 KSM** OR **2500 LKSM** in liquidity
* Both KSM & LKSM has >0 liquidity

## Mining Details
* Incentive start **~UTC 9:30 am Sep 28 (block # 639600)**
* Loyalty Program lasts for 4 months **ends ~UTC Jan 30 2022 (block #1503600)**
